Duties and rights of the DLU Board of Trustees

  1. To decide on DLU’s strategies, development plans, annual plans, and policies to develop DLU into a collegiate university or to merge with other universities.
  2. To promulgate the statutes on the organisation and operation, finance, and the regulation of democracy at the grassroots level of the University in accordance with the regulations of the Higher Education Law and other relevant laws.
  3. To decide on the enrolment, programmes offered, training, joint training, scientific and technological activities, international cooperation, policies on quality assurance of higher education, and cooperation between the University and private sector enterprises and employers.
  4. To decide on the organisational structure, labour structure, units’ establishment, mergers, divisions, separation, dissolution of units of the University; to publish a list of job positions, standards, and working conditions of each position; and to administer the recruitment, use, and management of support staff, lecturers, and employees in accordance with legal regulations.
  5. To decide on the recognition or dismissal of the President of Dalat University and to submit such decisions to the Ministry of Education and Training; to appoint, remove, or dismiss the Vice President of Dalat University; to decide on other management titles, as prescribed by University statutes on organisation and operation; to organise the annual performance evaluation of the Chairman of the Board of Trustees and the President of Dalat University; to collect votes of confidence on the Chairman of the DLU Board of Trustees and the President of Dalat University in the middle of the term, or at irregular intervals, according to University statutes on organisation and operation.
  6. To decide on policies to attract investment for the development of the University and policies on tuition, and student financial aid; to approve the financial plan; to approve annual financial statements and financial settlement reports on lawful revenue sources of the University.
  7. To decide on policies to invest in and use assets of great value under the authority of the University in accordance with the statutes on the organisation and operation of the University; to decide the policy on salaries, bonuses, and other benefits of leadership and management of the University according to the results, work efficiency, and other matters, according to the statutes on the organisation and operation of the University.
  8. To supervise the implementation of the decisions of the Board of Trustees, the observance of the law, and the implementation of democratic regulations in the operation of the University and the accountability of the President; to supervise the management and use of university finances and assets; to prepare annual reports in the plenary meeting, or the Conference of Delegates and Officers of the University, on the results of the supervision and operation of the Board of Trustees.
  9. To comply with the law; to take responsibility before the law, the government, and related parties for decisions of the Board of Trustees; to manage publicity and provide transparency in information and reporting; to be subject to inspection and examination by authorities; to be accountable within the scope of the responsibilities and powers of the Board of Trustees; to be subject to the supervision of society, individuals, and organisations in the University.
  10. To perform other responsibilities and powers as prescribed in the statutes on the organisation and operation of Dalat University.
