On October 21, at Dalat University, Deputy Minister of Education and Training – Dr. Ngo Thi Minh chaired the Conference on implementing tasks for the 2022-2023 school year and training on emulation and commendation in education nationwide. Speaking at the opening ceremony, Deputy Minister Ngo Thi Minh emphasized that the education sector is actively implementing the “innovation and creativity” movement in management, teaching, and learning, and implementing digitalisation throughout the industry, so emulation and commendation work should meet the requirements of this policy. Only then will the work of emulation and commendation spread positively and find a high consensus from the society.
In order for the emulation and commendation work to bring about many positive effects, Deputy Minister Ngo Thi Minh asked the Departments of Education and Training, higher education institutions and pedagogical colleges to strengthen coordination with all levels and departments in the education system. Along with that, the team in charge of emulation and commendation of the Education and Training sector from all levels need to receive professional and timely training to improve the capacity and responsibility in implementation. Deputy Minister Ngo Thi Minh also said that the new point from the 2022-2023 school year is that each year, the whole sector will choose an average of 200 outstanding teachers from all educational levels: preschool, primary, junior high school, specialized schools, universities, and colleges. This year alone, to celebrate the 40th anniversary of Vietnamese Teachers’ Day, 200 more outstanding teachers will be selected, of which 40 most outstanding teachers will be selected to meet with leaders of the Party and State. Therefore, grassroots implementation is important to achieve positive spillover.
At the conference, leaders of the Emulation and Commendation Department of the Ministry of Education and Training evaluated the emulation and commendation work in the 2021-2022 school year and deployed this task in the 2022-2023 school year. In which, in the 2022-2023 school year, the Department divides the Departments of Education and Training into 8 emulation groups; for group 3, Phu Yen province is the head and Lam Dong province is the deputy head.
In the past, the organization of meetings for emulation groups and self-scoring of units in the group is still a formality. Another limitation in the past 3 school years (from 2019-2022), some departments of Education and Training proposed to award too many certificates of merit such as in Hanoi, Da Nang, Nam Dinh, Hai Duong, Hung Yen, Ha Nam, Lam Dong, Son La, Phu Tho, Yen Bai, Tuyen Quang, Thua Thien Hue , Quang Binh, and Ninh Thuan. The commendation of collectives and individuals at the upper secondary school level is more than that of the preschool and primary school level. The work of detecting, fostering and replicating oustanding personnel in recent years has been really ineffective and only implemented when conducting outstanding personnel conferences, patriotic emulation congresses, or when there are events or when requested by superiors.
At the Conference, the delegates were trained on new points in emulation and commendation; emulation and commendation titles regulated from legal documents. Digital transformation is a breakthrough solution of the entire Education and Training sector in emulation and commendation work, but it has only been completed recently, so at the conference, the delegates were guided on how to use it. The delegates also asked many questions on implementing emulation and commendation to the leaders of the Ministry of Education and Training and the Emulation and Commendation Department.
