Administrative Procedures of the Board of Trustees

Pursuant to the Higher Education Law No. 08/2012/QH13 as amended and supplemented by the Law amending and supplementing a number of articles of the Higher Education Law No. 34/2018/QH14 and Decree 99/2019/ND-CP dated December 30, 2019 of the Government detailing and guiding the implementation of a number of articles of the Law amending and supplementing a number of articles of the Law on higher education. In order to facilitate the settlement of administrative procedures within the scope of responsibility and authority of the Board of Trustees, the Board of Trustees requires the following procedures and records:

Requirement

a) Documents to be submitted to the Board of Trustees to comply with Decree 30/ND-CP dated March 5, 2020 of the Government on clerical work;

b) Contents of documents submitted to the Board of Trustees must fall within the scope of responsibility and authority of the Board of Trustees as prescribed by law;

c) When submitting to the Board of Trustees, the President or the person authorized by the President to submit is responsible for reviewing all procedures, documents, draft documents prepared by officials, functional units and relevant units of the University, ensuring that the time limit for settlement, the point of view proposed by the Principal or the person authorized by the Principal in the Report are clearly shown;

d) For the documents that must be resubmitted (the document has been submitted but the Board of Trustees requests additional elements), the President or the person authorized by the President is responsible for directing the functional units and departments to complete the dossier and submit it to the Board of Trustees as soon as possible.

Document

Documents submitted to the Board of Trustees, including:

– Documents and reports of the President;

– Proofs related to documents and reports;

– Appraisal report and revised report to explain or accept appraisal opinions for the draft document (if any);

– Summary, explanation, and acceptance of comments; copies of comments (if any);

– Other documents (if any).

Documents and reports requesting the settlement of work within the scope of responsibility and authority of the Board of Trustees should be sent in two (02) sets of hard copies (paper copies) to the Office of the Board of Trustees; one (01) set in soft copy to the email box of the Board of Trustees ([email protected]) to ask for settlement./.
